rake install problem

There was some changed introduced in commit 6cf92e3c6b25a39b2437459c0cce8b82bdd30048 that is giving some issues with other rake tasks. The problem is I can't execute rake db:sample_data:reload, because it is calling the install task, which is trying to create the databases again and since all the databases exist the rake task is aborted.
So I think we should remove the invocation to the install task from this task.
