Rails 2.1 upgrade

Get the Rails 2.1 upgrade to work.
Freezing 2.1 to vendor/rails appears to break everything, even stuff like script/console.

OK, I'm going to do this first, since I don't want to spend time getting (say) Sphinx working only to have it break when we upgrade to 2.1.
